Time Magazine seems to think the opposite: the government is shown up to be ineffectual, the army looks ok just for arriving, ..local groups are the ones actually aiding..

Floods emphasise the lack of State supplied levees.
by definition... if there's a flood, the State didnt build them high/strong enough.

Climatologists also cant explain the wet periods in the Sahara. A few K years ago lakes and giraffes...

The general picture is that cold = dry = dust

What is the big optimising goal?

1) biodiversity: apparently we are diverse now despite big land mammals being scarce.
Ocean mammals are rather diverse ... large individuals may need icecaps? pleisosaurs were big in warm seas?

2) human survival: no worries, we are fantastically successful

Not sure about the crash. Peak oil-Phosphate-Urea some say we are headed way down - the "Olduvai" school.
So if we need amelioration measures, we can only afford them right now.
Short of cold deuterium fusion with net positive output, we are heading to grinding rocks together.

Big wastage right now is Urea-fixed Nitrogen. We piss it away out of a mis-applied disgust.
Phosphate in faeces is somewhat more difficult - it may contain parasites if you've had visitors.

c) education for girls tends to cut birth rates, they say. Maybe what cuts them is the manufacturing of need for women to work for money. Capital combines education with ensuring that one income doesnt suffice.
Just saying.... that where theres great poverty, people are outside the Capital plan. You can send girls to school, but if theres no prospect of paid labour, and no realistic picture of elaborate 200m sq 100kW consumption, girls will just sit around and breed. Even with high school diplomas
d) grow more food? - Bill Gates is funding to insert N fixation in grass. Way beyond our capabilities. - a fantasy, that Capital/Monsanto/Cargills will happily trumpet till the cows come home.
